Oh dear.
You’re only supposed to be able to ring emergency services on a screenlocked iOS 7 phone (without unlocking it of course). But apparently, there isn’t a restriction on what numbers you can dial: the restriction kicks in when you try to connect. The problem there is it seems if you hit the call button often enough and at the right speed, it will let you connect, whatever the number.
There’s no obvious workaround: neither screenlock problem is addressed in the iOS 7 update. More info:
